Graham is understood to be holding talks with Championship clubs Nottingham Forest and Middlesbrough after being told City would not stand in the way of him making a fresh start away from the KC Stadium.
The Tigers signed Graham on a season-long loan from Sunderland in July but a poor run of form has recently convinced manager Steve Bruce to end the deal prematurely.
