Welsh was dismissed for allegedly kicking-out at Liverpool midfielder Luis Garcia during the game at Anfield but the FA have upheld the claim of wrongful dismissal and he has escaped a suspension.
The Black Cats midfielder will now be in the squad to face Manchester City on Tuesday night.
